Liberia IGF 2025 Closes with Monrovia Commitments and Landmark Announcement

Monrovia, 4 September 2025 – The curtains closed on the Liberia Internet Governance Forum (Liberia IGF) 2025, held 3–4 September at the Liberia Learning Center, with a strong call to action embodied in the adoption of the Monrovia Commitments 2025—ten concrete priorities for building digital trust, inclusion, and resilience in Liberia.

Speaking at the closing plenary, Peterking Quaye, National Convener and Coordinator of the Liberia IGF, emphasized the weight of these outcomes ,“The Monrovia Commitments are more than statements—they are actionable priorities that reflect the voices of all stakeholders. Our next step is to engage the Government of Liberia through the Ministry of Posts and Telecommunications to ensure that these commitments feed directly into national policies and laws, from cybersecurity and data protection to universal access and digital literacy.”

Ten Commitments Anchored in Action -The commitments, drawn from discussions across the Youth, Women in Tech, and Parliamentarian Tracks, as well as technical roundtables and workshops, include:

  • Finalizing and enforcing Liberia’s Cybersecurity and Data Protection laws.
  • Establishing a national CERT/CSIRT.
  • Institutionalizing youth and women innovation platforms.
  • Expanding community networks and rural connectivity.
  • Embedding digital literacy and safe fintech awareness in schools.
  • Aligning Liberia’s roadmap with AU strategies and IGF 2025 (Norway) outcomes.

Quaye stressed that a full report of the forum, including the commitments, will be shared with the UN IGF Secretariat to ensure Liberia’s voice contributes to global and regional digital governance dialogues.

In a significant development, it was revealed at the close of the event that Liberia has been selected to host the annual Mano River Union (MRU) IGF in 2025. This marks a milestone in Liberia’s growing leadership within the sub-region’s internet governance landscape, following its active participation in AfIGF and the global UN IGF. Peterking Quaye remarked,“ Hosting the MRU IGF is both an honor and a responsibility. It is proof that Liberia is not only catching up but also stepping up as a regional leader in digital policy and governance. This platform will allow us to showcase our progress while learning from our neighbors.”

The Liberia IGF Secretariat committed to circulating the final report of Liberia IGF 2025 to government ministries, private sector partners, civil society, and academia. Stakeholder working groups will be established to monitor progress on the ten commitments, ensuring that by the time Liberia welcomes the MRU IGF, demonstrable progress can be showcased.

The closing session reaffirmed the forum’s theme: “Building Digital Trust and Inclusion in Liberia’s Internet Ecosystem.” As Liberia deepens its digital transition, the 2025 forum has set a bold direction for inclusive governance and resilient innovation.
