Liberia IGF (UN IGF- NRI) Deepens Strategic Partnership with LTA to Advance Digital Sovereignty, Capacity Building, and Internet Governance

The UN Internet Governance Forum Liberia National and Regional Initiative (NRI) has taken a significant step toward strengthening Liberia’s digital ecosystem by deepening its institutional relationship with the Liberia Telecommunications Authority (LTA). The engagement underscores a shared commitment to advancing digital sovereignty, resilient connectivity, and inclusive internet governance in Liberia and across the Mano River Union (MRU) region.

At the center of this renewed collaboration is a forward-looking proposal led by Petering Quaye, Liberia IGF National Convener, positioning the International Internet Gateway unit not merely as a conduit for traffic, but as a strategic national digital asset capable of anchoring policy dialogue, technical coordination, and capacity development. The engagement outlines a comprehensive framework that aligns three critical pillars of Liberia’s internet ecosystem- the .lr country code top-level domain (ccTLD), and the Liberia Internet Governance Forum (Liberia IGF)—all within the regulatory leadership of LTA. Speaking on the importance of the partnership, Peterking Quaye, Liberia IGF National Convener emphasized that Liberia’s digital future depends on local ownership, strong institutions, and coordinated governance. “Deepening our collaboration with LTA allows us to move beyond conversation into action—strengthening Liberia’s digital sovereignty, keeping local traffic local, and ensuring that policy decisions are informed by both technical expertise and public interest,” the Convener noted.

The Liberia Telecommunications Authority (LTA) is being positioned as a long-standing strategic partner of the Liberia Internet Governance Forum (IGF). In discussions with Commissioner for the International Gateway, Hon. Angela C. Cassell Bush, the Liberia IGF National Convener underscored that this partnership recognizes LTA not only as a regulator, but as a national convener capable of uniting government, the private sector, civil society, academia, and the technical community around shared digital priorities. “The Liberia IGF provides a neutral and trusted platform where complex infrastructure and policy issues—such as the international gateway—can be addressed transparently and inclusively.

 LTA’s leadership in this process is essential,” the IGF leadership noted. Through this role, LTA continues to shape national dialogue on international gateway governance and sustainability, internet affordability and quality of service, infrastructure resilience and security, and data governance, including cross-border digital flows.

Hon. Angela C. Cassell Bush Commissioner assured the Liberia IGF of the LTA’s to play a central role in the 2026 edition—as a host partner, policy lead, and contributor to high-level sessions—ensuring that outcomes translate into actionable regulatory and development priorities. The strengthened LTA–Liberia IGF partnership also extends to regional and international collaboration, particularly through the MRU Internet Governance Forum (MRU IGF), supporting cross-border capacity building across the MRU region, shared learning on international gateway governance and traffic localization, and coordinated participation in global internet governance processes—thereby reinforcing Liberia’s visibility and leadership within the global IGF ecosystem.

A key outcome of the engagement is LTA’s International Gateway–focused collaboration proposal, which prioritizes targeted capacity building for network engineers, regulators, and policymakers; strengthened technical coordination through LRNOG to optimize routing and enhance network resilience; support for local hosting and increased adoption of the .lr domain; and the use of data-informed regulatory approaches based on traffic and performance insights. Collectively, these efforts are expected to reduce Liberia’s dependence on international routing, lower connectivity costs, and improve the overall quality and reliability of internet services nationwide. Preparations for the 2026 Liberia IGF are already underway, with a strong strategic emphasis on infrastructure governance and digital public goods, youth engagement, innovation and local content development, as well as regional cooperation and cross-border connectivity—further reinforcing LTA’s role as a cornerstone partner in Liberia’s evolving digital governance ecosystem.

The deepening relationship between UN IGF Liberia (NRI) and LTA marks a strategic shift toward integrated, collaborative internet governance—where infrastructure, policy, and people are aligned for national development. As Liberia prepares for the 2026 Liberia IGF and expanded regional engagement through MRU IGF, the partnership with LTA stands as a cornerstone for building a resilient, inclusive, and sovereign digital future for Liberia.
