Official Statement / Congratulations to LTA Chairperson and new commissioners
The Liberia Internet Governance Forum (Liberia IGF) warmly congratulates Hon. Clarence Massaquoi on his recent commissioning and confirmation as Chairperson of the Liberia Telecommunications Authority (LTA). We also congratulate the newly confirmed commissioners: Patrick Honnah, Angela Cassell-Bush, Ben Fofana, and Emmanuel Paegar, who together will lead Liberia’s principal regulator for telecommunications and digital services.
The LTA’s leadership plays a vital role in shaping Liberia’s digital future. As regulator, the LTA is responsible for ensuring affordable and reliable connectivity, protecting consumer rights, promoting universal access and competition, and overseeing the integrity and resilience of national telecom infrastructure. The new leadership team will be central to advancing national priorities including broadband expansion, consumer protection, cybersecurity preparedness, and harmonization of sector policy with regional and continental frameworks.

The Liberia IGF stands ready to support and collaborate with the LTA, bringing civil society, technical experts, academia, youth and parliamentarians to the table to ensure policy is informed, inclusive and action-oriented.”
We note the public interest and robust debate that accompanied these appointments. Constructive public engagement, transparency and collaboration between the regulator, government, industry and citizens will be essential for sustainable progress. The Liberia IGF therefore offers its platform and multi-stakeholder network to partner with the LTA on joint initiatives — including public consultations, capacity building, policy roundtables, and outreach campaigns to boost digital literacy and consumer protection.
